Founder & CEO

Bianca De La Luz Paulette, MPH

Born and raised in New Mexico, Bianca is a proud daughter of a Mexican immigrant mother and a first-generation college graduate father.

 

With over 13 years of experience in healthcare, she has focused her career on advancing health equity and eliminating barriers to care in New Mexico.​

 

Bianca holds a B.A. in Mass Communications and Spanish from the University of New Mexico and a Master’s in Public Health from New Mexico State University. She is currently pursuing her DrPH at San Diego State University.

​​

She is also a proud mother, committed to building a healthier future, not just for her family, but for all families, so that the next generation grows up in a world where access to healthcare is a right, not a privilege.

Maternal Health Program Coordinator

Ann-Marie Gonzalez

Ann-Marie is a native of El Paso, Texas, and a graduate of the University of Texas at El Paso. She furthered her education at Liberty University, where she earned a graduate certificate in Public Health with a focus in Nutrition.

After completing her graduate studies, Ann-Marie became an International Certified Birth Doula and began her work supporting families during pregnancy, childbirth, and postpartum while living in Colorado.

In 2021, she returned home to El Paso, where she now serves as a Community Health Specialist and Doula. She proudly supports families across El Paso and neighboring communities in New Mexico. In addition to her direct work with families, Ann-Marie is passionate about mentoring and empowering other birth professionals, helping them expand their reach and obtain credentialing to better serve their own communities throughout New Mexico.

Payer Relations & Contracting Specialist

Victoria Zamora

Victoria Zamora supports Luminar Health with Managed Care Organization (MCO) contracting requests and provider support activities. She brings a background in medical assisting and customer relations, which gives her a strong understanding of both clinical workflows and patient-centered communication.

 

Victoria assists with coordinating contracting documentation, supporting provider onboarding processes, and helping ensure smooth communication between Luminar Health and partnering organizations.

 

Her experience in healthcare and customer service helps ensure that providers receive timely, responsive support as they navigate Medicaid and managed care processes.
